Default Need some help with a P0410

Ok, the Z28 threw a P0410 2 weeks ago right before I was going to get it inspected. I cleared the code so I could get it inspected. It came back 2 days later. I have checked and the pump is coming on. I also checked the fuse and some of the wiring that was easy to get to. It all appears to be in good shape. The fuse is fine. I assume since the pump is coming on that the relay is fine (is it possible to have a bad relay even if it is turning the pump on. At this point it would seem to me that it is the check valves. Am I correct or is there something I might be missing here?

Car has 45k and is basically stock except a SLP lid and K&N filter.

If the pump is coming on it's probably not the AIR PUMP fuse, mine throws P0412 if I remove it, you can also get P0410 though. www.gearchatter.com/viewtopic9356.php

I had gone through that, but I don't have a tech 2 to manually turn the air pump on and test things.
