Is there a difference between mph with a street tire vs a Slick?

Is there a difference between mph with a street tire vs a Slick? I hope that i'm askig this question in the right fourm. Lets take a car with street tires that trap lets say 119mph. I have been told once a slick is put on the car the mph will fall. Is this true and if so how much mph will this car loose? I'm talking about a street tire that is lets say 295/35/18 compared to a 28inch tall slick or ET Street.

Yeah I see that the tire gets bigger the faster that it goes. Thats why I thought that the mph would probably go up if anything. I was kinda using the theory of if you put bigger tires than stock on a car you have to get the speedometer recalibrated because you are going to travel a little faster than stock. I was just wondering if anyone could tell how much of a difference there would be in the speed.
