Default TB drilled for cam, now on stock cam have bad drivability

My TB is dilled 1/4" for the 227 cam that was in the car. I am now on the stock cam, and drivability sucks. For one thing, one every cold start, I have to give it gas for a second or it dies, I have the cruise control effect like a mother, and when I hit the brakes, it revs up and it always takes a long while to rev down. Can someone please tell me how to fix this stuff?

take the TB out, JB weld over the hole and let set, then redrill to stock size
