Swaybar with 12 bolt problems

Swaybar with 12 bolt problems I'm not quite sure what's causing the problem here. I re-used the stock swaybar when I put in the 12 bolt, but the muffler clamps I used to mount the stock mounts to, is wanting to rotate around to the front of the axle.
One guy suggested to spot weld the hangar onto the axle tube, but I'd really rather not do that. A heavy duty rear sway bar isn't really that high on my priority list, so I'd like to make this one work.
