Default New Gear Noise

Got a 2002 WS6 A4, the rear pinion nut backed off and messed up the pinion and ring gear. But did not damage the carrier or other components. So I put a new ring and pinion set in as well as new bearings and races, crush sleeve, and pinion seal. I have doubled checked all my torque specs, and backlash setting. I have a gear noise (whining) that stays constant at most speeds. You first hear it at about 15mph and then up to about 65 when it starts to go away. When letting off the gas it gets less noticable but is still there. The ring and pinion were direct replacment gears from Richmond and are 3.23's. Is the gear noise normal?
