Default Will this work?

I have a 94 Formula and I had a question about something. My A/C doesnt work and therefore my fans wont turn on high. I was browsing through a JEGS catalog and saw something called a "Manual coolant fan controller".
The description reads - This "plug-and-play" module is designed to allow the driver of the vehicle to manually override the factory coolant fan control using a miniature 3 way toggle switch. This allows manual high & low fan control resulting in a cooler operating engine for more power and less heat soak.

Would this allow me to turn the fans on high even though my A/C doesnt work? I want my engine to run a little bit cooler and thought this would help.

I dont even have my A/C anymore, and my manual fan switch has always worked on high.

there is something else wrong then you should have high fans all day even without ur a/c check ur fan relays make sure they all work and then check wiring 2
