Normally these cars are donated by the manufacturer or seized from criminals and put into service, this one however, I have to agree with you. No way its a result of a seizer, maybe a donation, but I highly doubt it. Total BS.

i believe the owner just put police and stuff on it for the attention. notice the gm symbol in the middle of the badge

Exactly! Just like dodge did with the charger when it first came out. Yes it eventually became a cop car which this time won't be the case though.
