Low Fuel Pressure... now what?

Low Fuel Pressure... now what? I've discovered that i'm getting 25 psi at my fuel rail instead of 58. I've already replaced my fuel filter and fuel pump (with walbro 255lph) and I'm not sure what I should do next. How can I tell if my FPR is bad? should i just drop the tank? any advice is greatly appreciated.
