how to blur moving license plates? [video editing] i just got sony vegas pro 7 on my computer .. and now i am currently working on my first video
does anyone know what software i could use to blur moving license plates? or any program that lets you edit a video frame by frame

Frame by frame...the Vegas software should be able to do I would think. 
Would be time consuming though.
Not familiar with that software, but I know I could do that in Adobe Premiere.
