Who has the new deeper style Cold Air Inductions CAI on their Monte/Impala? does yours touch/rest against that red wire on the starter?
also, with the ecm mounted in the bottom of the box, is your wire harness pulled tight???

cuz mine is on the wire - I gotta look at loosening up the bolt on the starter there and push the red wires down, cuz it's rubbing on it pretty good, may even be through that protective jacket on it already....
and my wire harness is pulled TIGHT to get that ecm swung around and put on both of those mounting posts....
hmmm....
the wiring harness must be routed differently on mine/yours...
can you do me a favor mel, and take a good close picture of your setup in that corner of the bay?? from that side of the box, so I can see how yours is situated, and where your harness is routed, how the starter wires are positioned, etc etc???
