Default Catalytic Converters

i'm out here in hawaii and i know for a fact there are no emissions out here. so why when i try to get my hawaii inspection sticker do they fail me for no cats. it's a 96 z pacesetter LTs, 3in off road y pipe, 3in cat back with flowmaster 80 series. no cats. do i need cats or is there a place i can get some cats for real cheap so i can just throw them on there. what would be the best thing to do in this situation???????????

Hawaii doesn't have emissions laws, but at the same time the law also says it's illegal to modify any part of the emissions system of your car if it was made to have it from the factory. They wont test your converter, all they need is a visual inspection. I have hollowed out my cats and past with flying colors. I would say put some hollow cats on it. You will be within state requirements, and you should pass with no problems.
