the second one does look like it goes to the air pump. did you buy the car with the headers? if they dont have a small pipe pointing straight up from the # 1 and 2 exhaust primaries then they are not emissions legal and therefore no need for the air pump. dont worry, it doesnt hurt anything if you dont have one. i dont. BTW the A.I.R. pump is located to the right of the waterpump

ok that second picture goes to the air pump which all the egr and air **** are deleted so thats non existent I'm good there. I need to know what that ground strap went to because its been cut in half.

Not to sound like a dick. but if its cut in two then you should know where both ends are attached to and replace it. These car are very bad about getting good grounds. If you dont get it right you will have problems.

I'm just trying to figure out what its grounding because I know these cars are horrible about ground wires.... the thing is I don't know how it got cut in two. I had a machine do the work on the motor and heads and whatever it goes to is definately not there anymore. So I'm trying to figure out if it grounds anything that has to be grounded because my damn car wont start right now and thats the only ground wire/strap that is not in right..

That ground strap mounts where the coil/ICM bolts down and other end to left side under the abs on inner left side engine bay body.
