Overheating...

Overheating... Here's the deal, when I'm idling or going down a driveway slowly in first gear creeping along it will overheat due to the fact that there is no air flow to keep my engine cool. My cooling fans dont seem to turn on at all but all the fuses are good in the box. Any suggestions?
