Default Water getting into oil not burning it though???

I have a problem with my lt1 getting water in the oil when under pressure and running. I pulled the motor and pluged all the coolant holes and installed a schrader valve in the bleeder hole and put 25 psi on it with air and can't find any leaks?? I am stumped all the cylinders have carbon in them and I thrned the motor over and sprayed with soapy water and cant find any bubbles. Any Ideas??
