Default Lt4 heads

Are the lt4 heads out the box bolt on to a stock motor? And if so do i need to change the lifters and push rods, and rockers or can i reuse them? I have a blown head gasket so im changing the heads along with it but im on a budget so i want to spend as little as posible.

What is preventing you from reusing your stock heads? Take them to a machine shop and have them checked. If everything's okay just reuse them.

If you use LT4 heads, you need an LT4 intake manifold. Both are fairly rare nowadays as they are not made anymore. What exactly is your budget?

Lifters can be reused, but if you switch heads you will need to measure for correct geometry. Rockers can be reused as well.
