Default problem with my 1994 lt1

i rebuilt my motor this winter and i put it in about 2 weeks ago. i tried to fire it today but it isnt running right. it will only run if u keep it to the floor and it stays at 600 rpm. my grandpa thinks its running retarded. but when i put the distributor in the motor it would only go in one way cause i tried it every way.my fuel pressure also doesnt hold pressure when i turn the key on and off. but i think it had a problem when i got the car because it would i would have to turn it off two times sometimes. but i dont know why its running the it is. so if anyone knows why its running this way let me know

i only put a cam and new bearings and rings in it. the mass air is a year old. my buddy thinks i have the distributor in wrong but i could only get the spline shaft in the cam one way. is there 2 ways that it goes in the cam? cause i tried every way.
