Measure to be 100%, but if the only thing changing is rockers and cam it shouldn't change the pushrod size. Now if the heads or block have been milled/decked then you would need a shorter pushrod. Sometimes the stock pushrod length is not optimal for roller contact in the middle of the valve stem so you really have to measure to be 100%.
You could put the stockers back in and mark the top of the valve stem with perm marker and run it through a few revs to check the wear pattern.

If the heads were never off and you were reusing your stock lifters, I would say that you would be ok using stock length pushrods. But since you have new heads, you NEED to measure for proper pushrod length. This will require both an adj pushrod and either a solid lifter or a test spring.
