Short cycling is typical of low refrigerant level. Even if you have pressure in the system, it may not be 'enough.' If you have access to a good 134-a machine, weigh the refrigerant. It should be 2 lbs. If that's good, look for a clog/restriction in the system.

If you have a restriction somewhere in the system, i.e. clogged orifice tube, expansion valve, pressure switch, etc. it might short cycle to prevent an over-pressure situation.

^^^ what he said (partially). If you have a clogged orifice, it won't cool much, if at all. These cars don't have expansion valves to worry about, that function being handled by the orifice tube. In addition, it will also do this if you have a bunch of air in the system by cycling the high pressure switch.
99% of the time, it's doing this because it's short of refrigerant. Just putting more in will make it cold again for awhile, but the root of the problem is that you have a leak that will need fixing. The 2 most common places for a leak to occur is at the compressor crankshaft seal, or the seal where the 2 halves of the compressor case come together.
Also, don't forget that if you have a refrigerant leak you also have an oil leak. If you add refrigerant, also add a couple ounces of oil if you do nothing else.
