What do you mean by "without sensors?" If you got the headers without O2 sensor bungs, you're going to have to have them installed. If you meant without AIR injection fittings, you're good to go (in which case you do not need any plugs).

A vacuum cap is just a rubber plug. You need a 5/8" cap to plug the hole left in the intake ducting.

The EGR is removed and blocked off with plates. You'll need programming to have the codes turned off too.

The SES light will remain on, along with the cooling fans. The engine will still run fine.

Someone should make a whole kit for it. I'm thinking about doing it myself.

Maybe you should read my first post. All you need is a 5/8" vacuum cap.

You ordered headers WITHOUT EGR and AIR hookups, so you DON'T need the plugs. You said nothing about non-emissions headers in your other thread. I assumed you had stock manifolds. Holy crap man, read:

How do you get the SES light off? Besides tune? I pulled the relay and fuse? I know the sensor is there the rest is capped/blocked.

Would they even make headers for a 4th gen LT1 w/o O2 sensors?

The SES light needs to be tuned out of the PCM for the EGR. Leave the fuse in and you won't get an SES light for the AIR pump on an OBDI car (some OBDII cars are hit or miss). What sensor is capped/blocked?

You can get headers without O2 bungs, but that makes absolutely NO sense for 98% of the people on the forum.

Unless he has a 93-95, then he won't need stuff programmed out (unless he removes the EGR solenoid).

Mine is a 95. I left the solenoid up along side the intake. All the air and egr is gone.

I have Tuner Cat but having issues getting it to read my ECM right.

Some one mentioned a resistor or ? from Radio Shack.
