Default 93 firebird tv cable adjustment with a 700r4

the cable is fully extended at wot and it will not shift at all, but if the cable is reduced to shift at say half throttle, it will shift into gears. What is the proper way to adjust the cable and can my cable be stretched. I was always under the impression that it needs to be adjusted all the way out at wot. Then it will shift for all gears at any rpm?

TCI had a guide on their site on how to adjust it correctly, I used it a few times.

Ok, well we tried to adjust the cable and while holding down the adjustment tab, we opened the throttle and the cable came really far out. We went out for a ride and holy ****, no shifting at all. Then we pushed the cable back in and literally just let it out about 6 clicks and it now shifts but this aint right guys. Came someone please help and give us better input with this. I will be home in about 3 hours and need help asap. My brothers daily driver and we need this to be running mint

They are touchy. Take off with moderate throttle, 1/3-1/2, and let it shift 123. If it shifts early move the cable out 1/8" or so, if it holds the shift push it in. You may have to do it a few times. Mark the cable because 1/16"-1/8" can make a considerable difference.
