Default 93 fireturd tranny ?

My shift calbe on the throttle body for the tv cable is what makes my trans shift. IF I go by the chart to adjust it, the trans will never shift. IT has to be like this (pic below) and it will shift fine at part throttle, half throttle. BUt the car will never ever shift at full throttle, it just hits the rev limiter. WHat do I do to correct this and make it work the correct way or is there a problem with my trans or cable?

Small adjustments make a difference, it may take a few times. Mark the black cable 1/4" back from the adjuster then move it up to the mark and try it. Not enough mark it and move it in more. If it shifts too early move back out a hair. Basically trial and error. If this doesn't help then the problem lies in the governor, where the shift points are actually controlled.
