Verify the oil pressure by hooking up a manual gauge.

Here is some very recent threads.

Either way that's bad. First make sure the oil pickup didn't fall off the pump. Tap the bottom of the oil pan with a mallet and you should hear it bounce around. If not, you're going to be due for a rebuild.

Also wouldn't hurt to check and inspect the oil pump drive gear (under the intake manifold).

It's possible that due to lack of cleanliness, nicking bearings on the intall, etc., during your cam install that caused you to spun a bearing. It happens.

A big problem is you did a cam swap with low oil pressure. Bad idea. You'll probably be pulling it for a rebuild/replacement soon. You can run a heavier weight oil if you want to help band-aid the problem, but the inevitable is right around the corner.

Is that also why it has a hard time turning on?

Define "hard time turning on." That could mean alot of different things. Even better, post a video.

It will crank but it feels like the starter aint strong but it will turn it over a couple of times but then it just fries the starter.

If you are having starter issues then, you have main bearing issues. It can be difficult to hear main bearing rattling sometimes due to the knock sensor retarding the timing. I bet if you dummy the knock sensor you will hear it rattle like hell.

Spun bearings after a cam install, where have I heard this before? That's why I'm a firm beleiver in rebuilding a high mileage engine rather than try to mod it. Sorry for your loss but it's definitely rebuild time also stop trying to start the car before you wipe out your new cam.

383 isn't exactly cheap way to go if your on a budget. Prepare to spend 4 grand +
That's with decent parts not using cheap parts and having all the same problems at the end.

Budget build would be 355 with stock rod's, and crank.

Maybe check out this post
