Default Diagnostic Link Connection Problem!

When I scan through the OBD2 port it shows error. What would prevent the scan tool from communicating with my ECM/PCM?

fuse?? thats what it was when my programmer wouldnt communicate with my truck.

Checked the cigarette/accy. It's good...what in the hell could it be?

Some years had ODB2 connectors with ODB1 programming. What year is your car?

I wired in a custom manual fan switch a year ago...would that cause interference?

96 is obd2. so check the wires on the rear of the DLC to make sure they all look right and ya dont have one pulled out. is the reader you are using getting power and just not reading or no power at all?

from what i've heard... the very first few of the 1996 models may have obd I.... not sure if i should believe that though

All the wiring is intact. There are six wires running to the port, is that correct? If it were an obd1 computer how would I go about identification? Also, my cigarette lighter wasn't hooked up for a few months, so I hooked it back up and unbolted my battery for a few min before scanning. Would that have anything to do with my issue?
