Default Need info on DLC Testing Proceedure.

Just like the thread is titled. When attempting to scan it reads communication error. The cigarette fuse is intact and I need to test the port with a my multimeter.

Anyone have access on anything like this? Thanks in advance...

Oh...Ive been taking it to auto zone and using the service they provide! Would a low quality scanner be the issue?

I'm really wanting a tune and I'm pretty sure I won't be able to do so if I can't successfully scan. I'm new to PCM management and need some helpful advise on possible solutions.
