Default getting surface rust off a rebuilt engine..

I just picked up a rebuilt shortblock. THe bag sealing the motor was ripped and there was surface rust on the deck around #8 cylinder and in the top 3/4 in. of the bore. I wiped it down with wd-40 and it took 90% of it off. What should I use to get the last little stubborn bit off? I'm thinking carb cleaner and scotchbrite.

try scotch brite pads with soap and water or wd40

Scotchbrite works fine. I wouldn't recommend using steel wool on a block deck.
