How about a little history?

Did you just do all this to the car and have not gotten it running right yet or is this a car that has been up and running some time and this is a sudden problem?

yeah if a cat is clogged or melting you'll have no top end and low end will be affected. run it at night and look at the cat to see if it's glowing. why do you have a cat on a turbo car anyways?!

i see you're in peoria, where abouts?

i know a couple f-body guys that live a mile from you lol i'm way out in gilbert like an hr drive.

once it gets dark out let it run, drive it around, get it hot some how and check the cat. does the turbo seem to take longer to spool now?
