Default Overheating

Ok so I have a 1996 Formula that I have put together and cannot get the needle to stop hitting the red mark. Everytime i turn it on and let it idle for five minutes with fans on high the needle shoots to the red side. I let it idle with the radiator cap off and did not see any coolant flowing from the steam line from the heads to the radiator. On my 1994 formula once i turn on the car it will start circulating so im guessing something is clogging that line. I did notice that when i was putting everything together there was some build up in the lines but i didnt think much of it as i thought the pressure would clear it up. I have a new water pump, radiator, hoses, thermostat, sensors and have tried bleeding it several times. Could that one clog in the steam lines be causing this much trouble? I was considering changing the steam lines to the one conversion where people are using the an fittings and some hose but i will have to get it done with motor in the car.
