Looks like it was bought at home depot. The red spray paint was too.

Looks to me like a bent piece of sheet metal that's been painted.

Try looking around on a radiator web site my friend just recently switched his car over to E-85 and bought his radiator from Be-Cool It came with that Aluminum over lay. I agree with Nomoneyz you could make that out of sheet metal very cheap if you had too.
