Spark plugs on lt1 383

Did a spark plug change and all the plugs were carbon-ed up pretty good except one which looked new. There has been a missing problem with the car. Compression check was perfect. could it be a injector problem?

Overly rich condition across both banks of cylinders, with possible small vacuum leak at one cylinder, effectively leaning it out to almost correct on one cylinder? Which one looks good?
