weld clamp on cutouts?

weld clamp on cutouts? Just bought a pypes clamp on 3" cutout from summit and I wanted weld in. I didn't get any clamps. Maybe they don't come with it idk but can I weld in a clamp cutout? Why couldn't I?

I'm talking about the pipe that slides in for the clamps to go around. Is there anyreason that can't be welded like that? Not huh really? Ifs its metal it can be welded? ! I had no idea!
