4L60e wont shift out of park

4L60e wont shift out of park
Went to load my car on a trailor today and it wont shift out of park (4L60e A4).
I have:
The alternator off
ICM/Coil bracket off
Battery hooked up
No oil in motor
Is there a ground or something I have off?
The brake pedal feels stiff, and I cant press it down much and when I turn the key forward it doesn't release the pressure.
Any ideas on wtf is going on here?

I believe you have to turn the key to "ON" (don't start engine) and then press on the brake pedal for the Neutral/Park safety switch to complete the circuit and allow the tranny to move out of park.

Pull the plate off the shifter and you'll see the shifter cable and another that goes to the brake pedal assembly that pulls the neutral/park switch actuator. Unhook the other end of that from the tab on the shifter and you can move it without power/ battery.
In this pic, the shifter is sitting backward on the ground in the console shell, so don't get confused by that. Unhook the 2 pieces in the picture.

Pulling the linkage off the shifter will not help.
Get on the driver side and lay down, you will see a cable mounted on the tranny pan going to the tranny. There is a white round bracket( the shifter cable) pop it off with a screw driver. Then pop the lever forward 2 clicks. This should get it moving for you
