Default 93 Z28, IAT showing 150+ degrees

I'm working on a friends 93 Z28. It has H/C/E and a mail order tune.

The scanner shows the IAT's being 150F. I checked the sensor and it shows the correct resistance for the ambient temp outside.

I ohmed the black wire out from the plug in to the negative post on the battery and it showed 0. Tested the tan wire and it has 5 volts or just a little under.

I talked to Alvin@PCMsforless who did the tune. He said it could be the sensor, wiring, bad PCM or the scanner is reading wrong. FWIW the scanner reads accurate on every other vehicle I put it on.

The temp, even though it's stupid high, does go up and down some when you drive it. I tried another sensor and did the same thing. With the sensor unhooked it shows a really high number, I think 250+.

Short of trying another PCM I don't know what to do. Everything has tested out to the best of my knowledge.

I think the obvious thing to do here is stop driving the car in the middle of the Sahara desert.
