Default Ughhh... Parking Light Wiring

So I'm trying to tap into a parking light wire in my 95 Z28. On the12volt.com, it says there's a brown wire in the kick panel. I spliced into it but I don't think I'm getting power from it. I don't have a 12v meter so I can't say for sure but I wasn't sure if I was using the wrong wire or wrong place. It's just an overlay for my gauges I'm hooking up to it. If someone's done work with the wiring there and have some insight I'd be grateful. Thanks.

Why not just splice into the parking switch? It should get power even when it goes on in auto function. Just go out and buy a cheap 12v tester at Wallyworld or Radioshack, they are like $7.
