Default Oil holes above filter

Ok, If you have been following me throughout the build IT RUNS!!! my last post was about the rockers rubbing, all is good!
Next problem, I have oil pissing out of a whole on the side of the block right above the oil filter.



Not my engine, but it shows the holes Im talking about.
Do both of these have to be plugged or just the bottom one, or am I missing something that goes in the top hole. I have a plug in the bottom one but oil is still comming out. PLEASE HELP!!!

The bottom hole needs to be plugged (it's 1/4" NPT IIRC, so if you're using a bolt then that's not going to work) - the top one is just an unused blind threaded hole, probably used for handling at the factory or for some other accessory.

HMMM, I Have a plug in there, mabee i need to put some teflon tape on it. DAMNIT

Tape would help, especially considering it's under up to 60+ psig.
