Get those and you will be overjoyed. Will require 17" wheels. The description does say which 17" wheels will not work.

Don't know what to tell you. I don't think you'll find any kits for that price unless you go used. Stock sized drilled rotors may help at least with fade, but these stock brakes are garbage.

You’re not going to do much with $4-500. Best bet for now would be to install 98-02 front calipers and spindles. Then I’d switch the rears to 98-02 next when you can afford it. Drilled rotors do nothing and are prone to cracking, dimpled or slotted are what you want. If this is too much for you the next best thing to do is upgrade the pads and get some replacement slotted rotors. You can paint the calipers any color you want while it’s apart.
C5/C6 fronts would be the next step up from 98-02 and would yield a great improvement over what you have now. You do not have wheels that fit and this is not in your budget so that’s not going to work at this point. Another couple of upgrades: Master cylinder support bracket and all new Teflon flex lines. Do a complete fluid flush while it is torn down as well, also note that bleeding sucks with the ABS system in place.
There are plenty of useful threads in Suspension/Brakes but what I’ve put out there for you just about covers it. A lot of misconceptions exist over what is actually needed for good brakes on a 4th gen so be cautious of that and spend your money wisely.

2. 93-94 SLP Firehawk wheel- 17? x 9?
OP much cheaper to get junk yard LS front brakes. Plenty of stopping power and I'm pushing 425 to the rear wheels.

I beat the living hell out of the "high performance" kit from PowerStop. They're cheap drilled/slotted rotors. I put 20k hard miles on them. Ive since resorted to powerstop kits for everything i do brakes for. Definitely not track grade, but certainly good for hard city driving. I never dyno'd, but felt above 350hp after the work i did.
Definitely decent poor man's upgrade to keep you stopping.
