Default cd player won't turn on?!?!

Ok, i have a 97 Z28 and i just replaced my alpine cd deck with a brand new power acoustik one. I double checked all the wires and fuses and they are all good. I checked the connectors going to the back of the head unit with my multimeter and it has 12V, I'm very confused. Not sure if I there is something that i don't know about thats not letting me turn the stupid thing on. Anyone ever had these issues before?

Radios have two wires that control power one is a constant hot. And one is intermittent. So when your key comes on it tells the radio to come on so if the constant is hot test by turning the key on test them then turn key off and test them. What's easier to do is if you used a aftermarket wiring harness wrap the end of i believe the yellow wire around the one end on meter than the black around the other end of the meter. Turn key on it should have a reading.

On a side note i bought a power acoustic before and ended up returning it because it didn't work right out of the box.

There was more then 1 fuse on the yellow wire that I wasn't aware of, replaced the blown fuse and fixed the problem lol. Feel kinda stupid Haha
