Default harmonic balancer on the way out?

I've had an issue with my 94 Lt1 for about 5 months now and I can't pinpoint the cause. From 1400-1600 rpm I get a bad vibration and power loss but if I tap the accelerator or let off it stops. I've heard opti opti opti and I'm sure its not it as its a new GM brand and it exhibited the same issues with the old one (a two year old msd). The engine was built in 2010 and has less than 10k on it. I took a look underneath and noticed the band on the hb is squeezing out. Am I going down the wrong route thinking this could be an issue?

The balancer is just a heavy piece of metal, its hard for one to "go out"

replace it, they are cheap enough. The damping material is coming out.

The rubber isolator ring is very important. It's not just a chunk of metal. If the rubber is coming out then the pulley will eventually separate from the center section. Replace the entire assembly.

Oh I know its a two piece. I was leaning towards the hb but was told a hb would cause constant vibration through all gears and I was looking at a transmission issue instead. I know , unlike standard 350s, that one problem in an Lt1 can have symptoms of 50 problems.

Usually "vibration and power loss" are causes of chronic missfires. Probably should check all your plug wires, make sure your water pump is not leaking onto the opti and check fuel pressure.

That damper needs replaced but unfortunately is not related to your car not running right.

Waterpump and opti are both newer, replaced 3 months ago. No leak that I can smell or see. If not the balancer could the Tcc solenoid on the trans cause this issue since its only in a certain rpm range? As far as misfire...I don't know where else to look. Plugs and wires are good. New GM opti. ICM is new. The coil is an older blaster coil but I put a new one on and it acted the same. The waterpump/opti were replaced after the pump went and leaked into the opti. The car acted the same way prior to the new opti etc. Its a two year old engine with less than 10k on it and went from running strong to having these issues. When I said power loss I don't mean its dead but it seems to fall on its face in that rpm range. Once it gets to 1700 up its still gotta lot of *** and will move. The other issue its presenting is when I get to a light it sputters and rpms drop to almost where it wants to stall but idles back up.

A little more info I forgot to mention. When car is at idle sitting in park there is a clicking noise that at some point sounds like a spray can towards front of engine bit fades with throttle.

Agreed. The damper in your photo is damping just fine at the moment, but I wouldn't be running that one for long.
