Balancer hub alignment position

Balancer hub alignment position I've read that #1 should be at TDC and then the hub arrow goes on at the top. If that is correct the cam pin should be @ the 9 o'clock position, correct? When I look at mine with the arrow up, the pin is at 3 o'clock. Is it OK? Is it because #6 is also at TDC?
