97z keeps blowing cooling fan fuse

Default 97z keeps blowing cooling fan fuse

I have a 97z28 a4. I just had the engine rebuilt at a shop. I get it back and the mechanic says the fans are blowing the fuse. At this point I have not seen the fans move, I tried starting the car and turning the ac on and on max they still didnt come on fuse blew. I unplugged the fans turned the car and ac back on and the fuse didnt blow. Any help on further troubleshooting would be greatly appreciated. Thanks

As the engine was just out, I'd be looking for pinched wires causing a short.

Build a couple of jumper wires, one from fan terminal to any ground and one from fan terminal to battery positive. do the fans move? Doesn't matter which way at this point. Check both. If they both work then trouble shoot wiring. A fuse is a protective device that guards against high current. An increase in current is from a uncontrolled path to ground (short to ground). If fuses are blowing there's a short somewhere. Isolate what you can easily first, fan motors to case ground then move out from there...
