Are you trying to adjust it on an aftermarket TB or on the stock one? There really is no need to adjust one on a stock unit, mainly only on an aftermarket TB. Ideal voltage at close throttle is like .66 volts to around .73. Pretty Much as long as you stay under 5.00 v @ WOT (i'd say keep it under 4.8 Volts to insure no high voltage codes) you're fine. Anything at closed throttle the PCM automatically zeros out and considers that 0% TPS when the key is turned on
