Cut-outs are pretty popular and some report gains of 5-7hp (I believe some have reported 15 or so, cant really remember) on the dyno, they also modify your power curve. These reports are with a existing high-flowing catback system however.

A Cutout is basically a cheap way to get more hp.
Its simply letting the exhaust out after the headers.
ANY car would be loud with a Cutout.
Aftermarket Y Pipes are bigger and our a little louder, but not really.
An Electric Cutout is an Electric Cut Out.
Or you can just take a hacksaw and cut your entire exhaust off. It doesnt really matter what exhaust you have.

it can get you a decent amount. 10hp is not uncommon, sometimes even more. How much you gain depends on how much your exhaust already flows. Like, you will gain more if you are running a flowmaster than a mufflex 4" pipe.
The electric cutouts are usually around $200. The manual ones you can get for about $50.
