That is the second strangest thing I've seen. It ranks right up there with the LS1 style TB on a TPI intake... on the SIDE of the TPI intake lol
Who cares if it doesn't fit under a stock hood, it clearly isn't meant to!
Wonder what the air flow differences between those/that and the mono-blade design (Texas Speed and Marine, Lingenfelter) is.
10 for ingenuity. 5 for style. ? for unknown performance gains.

Looks perfectly functional to me. Of course you need to keep in mind that isn't completed. It's missing the linkage to open both TB's equally, some plumbing block offs, and even the uppers Air Foil I'm sure you know the upper part of the LT1 is cut off so they share the same air cavity.

haha making it top draft might not be a bad idea actually. Just use a standard aftermarket 4bbl TB. Might need an adapter for the width change, since I don't think the LT1's wide enough. Easily remedied though with some fab work to the top. Cut the side off a bit more.
If anyone is serious on taking my advice, I'd actually whip up a photoshop diagram for you. I doubt that'll be the case though heh
