ive been told by a reputable shop but not a sponsor that as far as performance you wouldnt notice a difference but in exhaust note you would.

First of all, how is your ground clearance with your present exhaust system? Going to a 3'' duals, especially if you're incorporating it with an x-pipe will make ground clearance worse. Then again, true duals sounds wicked!

flow wise i dont think so. but I do think that the X pipe has better scavenging over the regular Y pipe which should help make more horse power.

"A 4” Single system is good for a 657hp engine with zero loss…" -lt1engine.com

Just keep the single 4in., save you some weight over running 3in duals.

clearance sucks.. my car is dropped and then there is the exhaust... i hit frickin everything.. almost every drive way if it isnt perfectly flat.. even tiny snow chunks in the road that arent real big, his my exhaust... its rather annoying

Yes if your motor at that time will be putting out a good amount of power over that number.
3in. duals will handle up to 812hp with no loss.

^depending on muffler application.....

im going to run a 4 inch mufflex on my new build. the car is going to see 250-300 shot of nitrous on top of a 11.5-12.0:1 compression 396. I think you will be just fine as a friend of mine is running the mufflex on his procharged 383, and puts down some good numbers with alot of tuning troubles.
