are you going to do all the work yourself? you may need to raise the budget a little for all the little things you run into if you know what i mean. those two are probably your best choices that are out there. i do know of a set of heads and cam in the forsale section for 1000 dollars i think, guy claims he made upwards of 400 horsepower with them.

Are you considering the associated costs of rockers, gaskets, pushrods, rocker studs, head bolts, guideplates etc.?

Going with a nice head/cam package will run you close to $2k. When you consider in bolts, gaskets, rockers, studs, guideplates, pushrods, intake manifold porting, throttle body, injectors, and other random things it exceeds $3k real quick. If you go used it will be cheaper of course but hard to keep everything under a 2k budget I would imagine assuming you do it right.

Exactly.

Assuming the heads come with springs and retainers, you still need;
Rockers $270 (Comp Pro Magnum)
4130 Pushrods $90
Lifters $200-405 (Stock replacement VS Morels)
Guides $20
Studs $35 (ARP)
Gaskets $200+ (I like Felpro sets then add MrGasket Head and Percy's header gaskets)
Larger Injectors $200-$400
Tune ($150-550) You get what you pay for here.

Throttle body and manifold porting are optional.
I'd suggest at least having the manifold ported to match the heads.
