Are you thinking of the screw in the back that adjusts the closed angle of the throttle plates? That would essentially be considered the idle screw. I've never heard of, nor seen anything like it, the accel stop screw. If they want to limit power, they can do that via programming by 'dumbing down' the tune to make less power. Older cars, the gov was just built into the transmission, but even on my car w/o an electric trans doesn't have that.

he's talking about the idle screw. It's there to stop the throttle blades from slamming into the walls of the throttle body (instead the cam butts into the idle screw). It also allows you to open the blades a touch at idle incase your IAC is maxed out (passing air through the blades instead of all through IAC).
Unless you have some serious IAC problems, don't touch it.
