This is the vacuum solenoid for part of the AIR pump system. See this view courtesy of Shbox:

Ok so u got the vac silenoid then a plug that plugs it it and wires that goes to the air pump and plugs into another plug with wires that goes into the car... I deleted the air so I can take. The vac silenoid, the plug on it that has the wires going to the air pump ,and the air pump off and just leave the wires and plug that comes from the car just hanging there?

I personally just left mine intact as I need it more for emissions testing here in Houston. However, you can just leave it if you wish as alot of guys here remove the AIR pump and just cap everything up (headers, intake manifold, etc...). FYI - Make sure you get it tuned out and pull the fuse as you will be constantly getting the SES light.

Iok so I just cut the wires on the air pump or take that wiring off with it that goes to the sileniod? And I thought I was supposed to leave the fuse?

You can just remove the vacuum lines and cap them off where ever they go, and just leave it plugged in. If you remove it, some years will set a code, but I don't know if it applies to your year. It won't harm anything to leave it hanging there plugged in.
