First of all 60 is really high at cranking. How fast does it bleed off? There are three regular culprits to fuel pressure bleed off.
1. Check ball in the pump - new pump needed
2. Faulty diaphragm in the fuel pressure regulator - check this by pulling off the vacuum line to the fpr and look and smell for fuel, if present the fpr is bad.
3. Leaky injectors - pull up the rail and prime the pump at koeo, if any fuel drips out, the injector is bad.

60 might be at key on, then drop to 40 at crank... Thing is I smell no fuel what so ever at the motor and I would any other time
