Default Time for new components?

The answer I'm looking for is, "yeah, it's just the CAGS" or "just work on the shifting". I just hope it's nothing that has to be replaced. Here's the deal- Ever since I bought the car, I've had trouble going down to second. Sometimes I can do it, most of the time not. I let off the clutch in a downshift into second and the shifter starters jumping (you know, glitching, not grinding). I'm always afraid to downshift into second b/c of this. Could it just be my shifting points? Or is it something to do with the cags? Thanks for any help
