Default T56 issues

got a 99 Z28.

Thecar was running fine,I then changed over the motor to a low compression forged engine.
After re installing the transmission etc i remember to bleed it. I bled the thing about 5 times and the car will go in 1st and 4th gear only from a start, I have no reveres gear.If i pick up speed like say, 20mph + i can shift through every gear fine. issue seems to be under 10mph or so i have issues shifting. I figured i must have air in the hydraulic system and to do it right, I go out and buy a small mighty vac to bleed the system. After completing that all air bubbles are out, Im stuck with the same issue.. any clue?

Got a ram Hd clutch, new master and slave cylinder just prior to swapping engines and they were in perfect order.

You have the skip shift and reverse inhibitor plugs reversed/ in the wrong place. Swap them out and you should be ok.

make sure the fly wheel is bolted on all the way.

While having the flywheel bolts installed and torqued properly is important to follow, it has nothing to do with what was described.

^^^ +1 on what calhoon said about the reverse lockout solenoid/skip shift plugs being reversed.
