Any ok car dealers in here? Title questions

Or, does any one know if some one thats NOT a dealer sighns the dealers part of the title if they can get it notorised.
In my case, the title is signed and dated by both the buyer and seller on the "privet part" bill of sale on the back
And then the buyer that signed the privet party part, signed the dealer part as the seller.
both parts (privet and dealer sections of the title) have been notorised.
